Josh Bleecher Snyder 204140016a conn: use local ipvN vars in StdNetBind.Open ...

This makes it clearer that they are fresh on each attempt,
and avoids the bookkeeping required to clearing them on failure.

Also, remove an unnecessary err != nil.
